Governor urges army to contain drug menace
ITANAGAR, Sept 4: Arunachal Pradesh Governor Gen JJ Singh has called for concerted efforts to contain drug menace.
While addressing a Sainik Sammelan of 26 Maratha Light Infantry at Chowkham in Lohit district today, he said that along with their duties, the Forces should step into check drug menace in the state.
Along with local administration and indigenous people, drug addiction need to be eradicated from the area and efforts should be put in to bring back the addicts to correct path through Sadbhawna Project, he stressed.
The Governor, who was on a day long visit to Chowkham, expressed his appreciation on the high working standard of the battalion and operational successes.
He further suggested adoption of schools among others.
The Honorary Colonel of the Maratha Light Infantry Regiment, Gen Singh said that during operations, innocent people should not be harassed or harmed.
Earlier, the Governor and the First Lady Anupama Singh were received at the battalion headquarters by Col P.L. Jayram, commanding officer of 26 Maratha LI.
Gen Singh, who was also commissioned from the same regiment interacted with personnel of the battalion and had Bara Khana with them.

In his message, Gen Singh said, Dr. S Radhakrishnan, whose birthday is celebrated as Teacher’s Day is the embodiment of righteousness and high moral values. His philosophy and teachings inspire all of us to commit ourselves to cause of the illiterate with service and sacrifice, he said.
Exhorting the teaching community to follow the highest moral and ethical values of Dr. Radhakrishnan, Gen Singh said that as a tribute to him and also to show our acknowledgement and recognition of the hard work put in by our teachers towards our development, the Teacher's Day is celebrated all over the country.
The Chief Minister Dorjee Khandu expressed the hope that the day which commemorates the birth anniversary of Dr. S. Radhakrishnan, who was one of the most distinguished diplomat, educationist, scholar and teacher, apart from being the President of India, will instill more zeal and enthusiasm into the teaching community to shoulder the responsibility of educating the society.
Khandu appealed to all teacher friends to pledge to inculcate knowledge, unity and discipline amongst the student community, impart quality education and to be a role model by working harder to achieve the desired goal.

Changing role of teachers and quality education in Arunachal

Quality education is solution to all the problems. Teachers are the main ingredient in respect of giving education to the society. They are the one who teach the ways of life, channelise youth power and mould their character. Teachers are the “backbone of the nation”. Since ancient period its significance and role have always been respected. However, time and situation have affected its status and role.
Arunachal Pradesh is among the least literate state of India with literacy rate of 54.76%. Though the rate is dismal, hard work put in by teachers, if not all of them cannot be undermined.
Many dedicated and brilliant school teachers are serving in various schools of the state. They limit their lives in the remote isolated village having no road connectivity and short of all modern amenities. Because of these teachers, our society survives and is progressing.
However, we can’t deny the fact that with passing of time such dedicated, determined and sincere teachers are diminishing. Worst features of dilution of quality teachers are that many of school teachers in our state don’t know even their posting place and drawing their salary residing at capital complex. Many are unable to speak and write single correct English sentences whereas our official as well as medium of study is English. Many do not mind smoking and drinking in the open market. Imagine that they are guiding and teaching our beloved children which is the future of nation. One who does not adhere to morality, what kind of moral will they teach. Until and unless one who teaches is a man and a woman of character, quality education can’t prevail.
The regularization of the officiating teachers without formal interview and bureaucratic political nexus and highhandedness in SSA teachers recruitment process on many occasion are highly responsible for dilution of quality teachers in Arunachal Pradesh. In many occasions, students with sound academic record, disciplined and sincere do not find their names in the merit list due to interference by bureaucrats and political leaders.
Who is the loser? Definitely, common masses of society. The knowledge which the sincere boy and the girl wanted to disseminate as teachers couldn’t be availed by the society.
Common masses are the worst sufferer because of lack of quality teachers. It is because all the quantified teachers are posted in the government schools mostly in rural areas. Those who are responsible for dilution of quality teachers seldom bother about it because their children are studying at costly private schools. But poor guardian unable to send their children to the private schools suffers the most.
Except in few government schools, syllabus in all government schools are seldom completed. But unlike ST/SC or OBC reservation policy there is no provision for students of such rural schools in the competitive examination. So many rural areas students suffers and inequality prevail amidst slogan of equality and social justice.
Recently Indian parliament passed right to education bill 2009 which envisaged providing all children between ages of 6 to 14 years the right to education. Without imparting quality education, pass certificate will be of no use. We need to address the problem of quality teacher deficiency and then talk of quality education.
The Arunachal Pradesh state govt decision to recruit J/T and S/T through APPCS is welcome step. In fact, APPCS is also not free from allegation of nepotism and favoritism yet it is more reliable. Many more such move is needed to improve the education scenario of our state.
Time has come for educated people of Arunachal Pradesh to look for change in our attitude and habits. Whole corrupted system prevails largely due to unchanged attitude of our bureaucrats, public leaders and citizens. Age old attitude of narrow clan and ethnic bondage is riding every one of us. Till quality education is imparted to the young blood by valued teachers, hope for change and just society is bleak.
The moral character and academic records of the students must be given weightage during teacher’s recruitment process because teaching is more than a job. Districts gear up for assembly polls
DAPORIJO, Sept 4: After the recent announcement of the of the poll dates for the State Legislative Assembly elections and the imposition of the Model Code of Conduct in the state, a meeting was held here today at the office of the Deputy Commissioner cum CEO, H K shalla to coordinate the poll process and check the poll preparedness of the district. The meeting was attended by the SP and head of all the departments of the district.
While stressing that the District Administration could successfully conduct the Panchayat and Parliamentary elections in the past only because of the coordinated effort of all the departments, he requested all to extend help with the same tempo to conduct the election peacefully, freely and fairly.
Pertinent points like the connectivity and accessibility of the polling booths through porter tracks and suspension bridges, requisition of govt. vehicles, staff position of different departments were discussed. Stressing that the district had about 250 polling booths with about 150 declared as sensitive places, more staff would be needed so that they could be deployed in those booths. So all the govt. staff had to be ready for election duty and no one would be exempted except in dire circumstances.
Upper Subansiri being a district with hilly terrain and difficult roads, the concerned departments were asked to clear any blocks and maintain the roads and bridges before the coming elections and to stock all the essential commodities so that no major problems would be faced during the ensuing elections. Addressing it as a crucial meeting, the DEO appealed all Administrative officers & HoDs to extend full cooperation for successful conduct of ensuing Assembly poll in a free & fair manner. He further said that the conduct of Election to Legislative Assembly in East Kameng District would be different under his guidance and supervision for which he has requested one & all to extend full cooperation.
In the line of discussion, the DEO gave a short briefing on various issues like deployment of sufficient police personnel in various polling station and circle headquarters including district H/Q. He also suggested that all Adm. Officers must ensure maintenance of porter tracks wherever movement of vehicle is not possible. He also pointed out that some of the Govt. servants pretend to skip from the election duties by making short of excuses either through medical or some other reasons, such cases will not be entertained unless the matter is expedited by the CEO, Itanagar.
Speaking on law & order as well as deployment of sufficient police personnel during the entire poll process, the SP, Tumme Amo informed that he will communicate to the higher authority to meet up the requirement of actual position of security forces required in the district.

In a consultative meeting with HoDs of Lower Dibang Valley District in the DC’s chamber yesterday, Ringu emphasized for impartial dealings with all political parties. Reading out the Model Code of Conduct, DEO said that as soon as the MCC are enforced, the govt officers & officials are under the direct guidance and control of ECI and sought all the officers and officials to be vigilance and careful till the election process is complete. Any kind of negligence in discharging election duties will be dealt with firmly as per the provision under ECI Acts & Regulation, she asserted.
Ringu further called the HoDs to keep the govt. machineries like vehicle in ready to use condition and also asked the work departments for smoothening of road, pipe line and electricity for smooth conduct of forthcoming Assembly Election. She further asked all the HoDs to call back the govt. officers and officials, who are in long leave for election duty on or before 15th of September.
T. Karga, SP has sought proper coordination between Civil Officers and Police personnel during election. He said that one should not be hesitate to give information and WT message to the control room or SP Office during poll day.
All the HoDs of Lower Dibang Valley District besides Administrative Officers were present in the meeting.

Training cum avian and HINI Flu
ANINI, Sept 4: We need to be prepared for whatever surprises these dreaded virus delivers next”, Deputy Commissioner, Tayor Jempen said here today while inaugurating the two days capacity building and skill development training cum awareness on Avian influenza which was organized by the Dept of Animal, Husbandry and Veterinary, Dibang Valley district, at the conference hall of Circuit House Anini.
Precautions and following Dos and Don’ts are only effective means to protect oneself from the killer avian and swine influenza viruses, Jempen empathetically said.
“We all must get ready”, he said while adding that both type of influenza surges to its peak during the winter, when there would be large scale migration of seasonal birds from central Asia and across the border.
He urged the participating trainees to spread the messages and knowledge gained in the awareness programme throughout the nook and corner of the villages in the district. He also exhorted the participants to encourage group discussions among the village people in order to disseminate information on the capricious virus.
Responding to suggestions put forward by the officers, Jempen assured to put restriction on the entry of labourers without proper screening by the expert doctors. He informed that in this connection, the concerned officers were instructed to carry out proper verification of a person before issuing an inner line permit.
DVO, Dr. B. K. Saikia urged the people to inform the District Administration, Chief Veterinary Officer, DAHO or any other designated officers on event of outbreak of avian influenza to avert poultry & human health hazards in the district.
Dwelling on the action plans, Dr Saikia said observance of all the precautionary measures could reduce direct transmission of avian influ virus to humans.
About the training programme, VO, Dr. Marli Ete disclosed that it is basically aimed at creating awareness and imparting basic techniques of handling the avian influenza cases to the field staffs of various line departments and panchayat leaders, who would help the government machineries in hunting down the outbreak of killer diseases.
DRCHO, Dr Karik Basar, who was also invited as Resource person to speak on swine flu, said that H1N1 virus is becoming global issues taking toll of human lives whole over world.
Giving vivid picture of symptoms and precautionary measures, he disclosed that vaccine could be ready by November 2009. He said avoid frequent travelling to affected areas and stay away from the infected people.

This day is just a mere reflection of Dr. Sarvepalli Radhakrishnan's love for and attachment to the teaching profession. She informed that as far as possible the work must be carried out within a radius of 5 KM of the village where applicant resides at the time of applying or in any case, within the jurisdiction of Gram Panchayat constituency.
